نقش پدافند غیرعامل در مدیریت بحران شریان حیاتی تحت تاثیر زلزله
چکیده
کشور ما ایران با توجه به موقعیت جغرافیایی و استراتژیک، داراي ویژگیها و عوامل متعددي است که در سطح جهانی حساسیتهایی را متوجه خود ساخته و همچنین قرار گیري کشور در معرض بلایاي طبیعی، خصوصاً زلزله و ایجاد بحران هاي متعدد، ضرورت ایجاد آمادگی پیش از بحران و مدیریت مناسب در زمان بحران بسیار حائز اهمیت است. پدافند غیرعامل، به دفاعی گفته می شود که متكی بر تسلیحات نظامی نبوده و با اجراي آن می توان از وارد شدن خسارات مالی و جانی جلوگیري نمود.
به عبارت بهتر، هر اقدام غیر مسلحانه اي که موجب کاهش آسیب پذیري نیروي انسانی، ساختمانها، تأسیسات،تجهیزات، اسناد و شریانهاي کشور و همچنین تسهیل مدیریت بحران در مقابل عملیات دشمن یا بلایاي طبیعی مانند زلزله گردد را پدافند غیرعامل می نامند. در این مقاله پس از بیان تفصیلی موارد یاد شده، ضمن اشاره به تعریف پدافند غیرعامل به تاریخچه، سیاست، اصول، ضرورت ها، عرصه و هدف آن در برابر زلزله اشارتی را نیز داشته و در ادامه باتوجه به اهمیت شریانهاي حیاتی و نقش آن در تداوم حیات جامعه به تعریف این سیستم و تقسیم بندي آن پرداخته و جایگاه فنی این مهم را مورد بررسی قرار داده و در پایان براي بكارگیري اصول و اقدامات لازم پدافند غیرعامل در شریانهاي حیاتی پیشنهاداتی ارائه می شود.

The role of passive defense in the crisis management of Lifeline under the earthquake effect
ABSTRACT. Due to geographic and strategic position of our country, has the characteristics and numerous factors that made to realize the sensitivities in global level and also location of the country vulnerable to natural disasters, especially earthquake and the creation of multiple crises, the necessity to establish pre-crisis preparedness and management is very important in time of crisis. Passive defense, is said to the defense which have not been relies on military weapons and with the implementation of that, can prevented of financial and physical damages.Le better smanpower,buildings,installation,equipment,documents and country arteries and also facilitate of crisis management against the enemy operations or natural disasters such as earthquake are called passive defense. In this article, after the detailed expression mentioned cases,reffering to the definition of passive defense to the history,policy,principles,requirements,field and its goal have also mentioned against the earthquake and continuing, considering to the importance of Lifeline and its role in the sustaining life of society is paid to definition and division of this system and examined the technical position of this important and at the end, passive defense measures necessary to apply the principle recommendations are provides at Lifeline..© 2015 Bull.
